Animal Research

The ORRC facilitates regulated experiments and teaching activities conducted at Howard University that involve vertebrate animals through the Animal Research Protection Program (ARPP). The ARPP provides oversight and guidance for the humane treatment and ethical use of animals in research and teaching activities. The ARPP ensures that such activities comply with federal regulations from the Office of Laboratory Animal Welfare (OLAW) and ethical standards from the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC), Public Health Service Policy on Humane Care and Use of Laboratory Animals (PHS Policy), the Animal Welfare Act (AWA), and the U.S. Government Principles for the Utilization and Care of Vertebrate Animals Used in Testing, Research, and Training. The ARPP includes components such as Veterinary Services and the Institutional Animal Care and Use Committee (IACUC).

Institutional Animal Care and Use Committee (IACUC)

The Howard University Institutional Animal Care and Use Committee (IACUC) is the institutional regulatory body charged with the review of all research studies where animals are considered for use and to oversee animal research facilities.

The IACUC:

  • Promotes the humane care and use of animals in research to enhance their well-being.
  • Ensures that all research activities comply with federal regulations and ethical guidelines.
  • Supports scientific research that advances knowledge while minimizing animal suffering.

IACUC Membership

In accordance with federal law, Howard University has appointed an Institutional Animal Care and Use Committee qualified through the experience and expertise of its members to oversee the institutional animal programs, facilities, and procedures. In compliance with PHS and USDA requirements, the Howard University IACUC is comprised of the following:

  • A Doctor of Veterinary Medicine either certified (e.g., by ACLAM, ECLAM, JCLAM, KCLAM) or with training and experience in laboratory animal science and medicine or in the use of the species at the institution.

  • At least two Howard University practicing scientists from various academic units who are experienced in research involving animals.

  • At least one member from a nonscientific background, who is not affiliated with the University to “provide representation for general community interests in the proper care and treatment of animals.”

The IACUC Chairperson is Emmanuel O. Akala, R.Ph.,Ph.D., Professor of Pharmaceutical Sciences.

IACUC Meetings

The IACUC meets monthly, usually on the third Tuesday of the month, to review study submissions that require full board review and to discuss topics related to the care and use of animals in research.

Veterinary Services

Veterinary Services has general oversight of all vertebrate animals used in research projects. This includes the responsibility for the purchase, care, and maintenance of the animals in approved veterinary facilities. Veterinary Services also provide training on the care, use, and management of animals in research.

Education and Resources

ORRC staff serves Howard University faculty, staff, and students by helping them ensure that their research and teaching modules comply with all applicable federal, state, and local regulations and policies, as well as Howard University policies. ORRC staff are available to answer individual inquiries, meet with researchers and instructors, and to present and facilitate educational workshops and trainings.
