It is important that new and exiting faculty plan a few months before their transition to or from the University. Early planning will prevent delays, lapses in approvals, and ensures a smooth transition. To ensure the best experience, the ORRC should be informed of any incoming or outgoing research faculty.
For new faculty, this site provides essential information to help you begin your research activities in compliance with institutional, local, federal, and international requirements. We encourage early engagement with our offices to ensure a smooth onboarding process and to help you integrate compliance into your research planning from the start.

Contact the ORRC prior to arrival to HU to begin the following:
- Establish cooperative research agreements that may be necessary.
- Establish permissions to accounts that may be necessary.
- Any other regulatory compliance concerns.

Complete regulatory compliance training
Howard University uses the Collaborative Institutional Training Initiative Program (CITI) to manage primary regulatory compliance training. New faculty are encouraged to complete CITI training modules related to their research endeavors prior to the submission of a study application for regulatory compliance review. The CITI Program section of this website has information on how to access the CITI courses granted by HU and provides information on what courses to take.
HIPAA training and certification is managed by the Office of Audit and Compliance.
Research studies that will transfer to Howard University
For funded research, work with the sponsored project office of both institutions to determine if the project is transferable and to manage the transfer of the funding. Visit the Howard University Sponsored Project Office for more information.
If a portion of the research activity will remain at the previous institution, a reliance agreement between the institution and HU must be executed to ensure continuous oversight of the study. Visit the Reliance Agreement page of this website for more information.
A Data Use Agreement or Material Transfer Agreement must be established to transfer any data or material to HU from the previous institution. Visit the respective Data Use Agreement or Material Transfer Agreement pages of this website for more information.
Research studies in which research activities will continue at the previous institution
Prior to departure from the institution, work with the institution's regulatory compliance committees to transfer studies to another PI.
If a portion of the research activity will be performed at HU, contact the compliance office of both institutions to establish any collaborative agreements that will be needed. Visit the Cooperative Research page of this website for more information.
Laboratory use for research
Contact the Dean/Associate Dean for Research at HU to ensure that the space provided at HU is sufficient to meet the feasibility requirements for the sponsored project or research study. If one or more laboratories have been identified at HU for research:
- Ensure that the ventilation hoods are up to date.
- Ensure that laboratory inspections are up to date.
- Ensure that all necessary laboratory certifications are up to date.

For departing faculty, we offer guidance on the proper closeout of protocols, transfer of materials or data, and other research compliance responsibilities that may affect your transition.
EXITING FACULTY
Research studies that are complete or will not be transferred to another institution
These must be closed by the exiting PI prior to departure. The exiting PI must submit a request to close these research studies to the respective board(s) and committee(s) in the iRIS platform. Failure to close or terminate these studies may result in non-compliance with HU IRB policies & procedures.
Research studies in which research activities will continue at Howard University
These must be transferred to a new HU Principal Investigator. Prior to departure, the exiting PI must submit a request to modify these research studies to the respective board(s) and committee(s) in the iRIS platform. This request should define the new PI and provide all required CITI Training certifications and other documentation. A checklist of required items for study modifications are available for IACUC, IBC, and IRB.
Research studies that will be transferred to another institution for continued research activity
- For funded research, exiting faculty should work with the sponsored project office of both institutions to determine if their project is transferable and to manage the transfer of the funding. Visit the Howard University Sponsored Project Office for more information.
- If a portion of the research activity will remain at HU, a reliance agreement between HU and the new institution must be executed to ensure continuous oversight of the study. Visit the Reliance Agreement page of this website for more information.
- A Data Use Agreement or Material Transfer Agreement must be established to transfer any data or material from HU to the new institution. The exiting PI can begin this process in the iRIS platform. Update Regulatory Compliance Disclosures
The exiting PI should review and, if necessary, update any financial conflict of interest disclosures and export control disclosures.
Consult the Office of Human Resources
Consult with the Office of Human Resources to ensure compliance with other University exiting policies and procedures.
