Export Control Committee

The Howard University Export Control Committee (ECC) is the institutional review board that is responsible for overseeing and ensuring compliance with U.S. export control laws and regulations. Export controls and trade sanctions are the United States laws and regulations that regulate and restrict the release of critical technologies, software, equipment, chemical, biological materials and other materials, and services to foreign nationals and foreign countries for reasons of foreign policy and national security.

These laws apply to virtually all fields of science and engineering and restrict the shipment, transmission or transfer of certain commodities, software, technology, data and services from the U.S. to foreign countries. Deemed exports, i.e., the release of controlled information to foreign nationals located in the U.S., are also restricted under these laws and regulations. Export control laws apply to all activities - not just sponsored research projects.

Goals and Objectives

  • Ensure all research activities comply with U.S. export control laws, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR).
  • Identify and assess potential export control risks in research projects and implement measures to mitigate these risks..
  • Conduct regular monitoring and auditing of research activities to ensure compliance and address any issues promptly.

The Howard University ECC is comprised of the following at least two Howard University practicing scientists from various academic units who are experienced in research.

The Export Control Committee meets on an ad hoc basis.

Just-In-Time (JIT) Notifications

JIT notifications sometimes come with a request to provide a rapid turn-around for IACUC review. JIT notices must be read carefully so that the requirements are understood.

JITs do not warrant immediate review and will be scheduled for review at the next available ECC meeting. The investigator must update the funding entity of study's expected ECC review date.
